How to Report a Non-Emergency Crime

The way to report crime or suspicious activity is to call the Upland Police Department at 909-946-7624. If anyone calls during daytime business hours, they will be connected with the front desk. Simply ask for dispatch. Calling during non-business hours, the call will go directly to dispatch. 9-1-1 should not be used if you suspect drugs are being sold or for people loitering, calls like that. Just call the number I gave first. 9-1-1 should be only used for crimes in progress, medical or fire emergencies. Be prepared to answer questions and try to give as much accurate and detailed information as possible.

If the graffiti is on private property in the apartment complex, the graffiti people will not remove it. The removal would be the responsibility of the apartment maintenance people. If it is highly visible to the public, then they might remove it. Basically, the location is going to determine who would remove it.
